FEnIKS will be the largest program implemented with EU funds in Poland and the DRAFTJEuropean Union.


FEnIKS for the development of Poland FEnIKS is to improve Poland's development conditions.


"We will invest over EUR 25 billion in roads, railways, public transport, environmental protection, health and culture from European Funds. The European Funds for Infrastructure, Climate and Environment (FEnIKS) program is the successor to two editions of the Infrastructure and Environment Program (2007-2013 and 2014-2020). The meeting commencing social consultations of the program was opened by Deputy Minister of Funds and Regional Policy, Waldemar Buda. The consultations will run until July 18, 2021. FEnIKS will be the largest program implemented with EU funds in Poland and the European Union. We will invest funds in environmental, energy and transport projects, but we will also support culture and health protection. When implementing FEnIKS, we will draw on the experience to date in the implementation of the Infrastructure and Environment Program."

FEnIKS for the development of Poland FEnIKS is to improve Poland's development conditions. We will invest in:


Decarbonisation of the economy and transformation towards an environmentally friendly and circular economy, building an effective and resistant transport system with the lowest possible negative impact on the natural environment, completing the TEN-T core network by 2030, improving transport safety, ensuring equal access to healthcare and improving the resilience of the healthcare system, strengthening the role of culture in social and economic development. By implementing the program, we want to increase the energy efficiency of housing, public buildings and enterprises. We plan to expand the share of green energy from renewable energy sources in final energy consumption. Investments in energy infrastructure are to improve the quality and safety of the operation of electricity networks and the development of smart gas networks.


Investments in the environmental sector are to contribute to greater resilience to climate change (including droughts and floods) and the protection of biodiversity. There will be investments in improving the management of drinking water and municipal wastewater, as well as municipal waste.


FEnIKS is the development of transport, the availability of public transport, as well as investments in sea ports, inland waterways and inter modal transport. We will focus on the construction of new and modernization of the existing railway lines as well as the network of expressways and national roads, including city bypasses.


We want to make investments in key areas of the health care system, which will contribute to an increase in the quality of health services and their greater effectiveness. In the cultural sector, we plan activities to protect monuments of global and national importance, both movable and immovable. At the same time, we will develop cultural institutions and support their adaptation to new cultural and social functions.


Investments supported by FEnIKS will be implemented, inter alia, by enterprises, local governments , national road and railroad managers, emergency services, non-governmental organizations, health care institutions and cultural institutions.
